

DISTRICT PROJECTS
Underway or Planned
The International Management District is undergoing a transformation from being the western extension of Houston’s Chinatown or, as some prefer, Asiatown, to a broader American and international community ideally suited to working, shopping, dining and living. To help bring about this change, the District has several major improvement projects underway or planned to enhance mobility, attractiveness and quality of life in the community.

The Environmental and Urban Design Committee is considering applying for grant funds available from the Texas Department of Transportation (TxDOT) under their Transportation Enhancement Program TEP) Program. The nomination submission period opens on October 9, 2009. The final due date for submitting a completed nomination is December 11, 2009. Several projects as indicated on the map are under consideration by the committee. Project 1 – is a proposed hike and bike trail from Art Storey Park to Hackberry Park (2.2 miles); Project 2 – is Beltway 8 Landscape from Bellaire to Highway 59 (2.5 miles of frontage); and Project 3 – is a hike and bike trail from Beltway 8 to Synott (3.3) miles. Competition for the funding will be very competitive this year as funding has fallen from $155M last year to $65M for this year.
TxDOT administers the federally funded Transportation Enhancement Program which provides opportunities for non-traditional transportation related activities. Projects should go above and beyond standard transportation activities and be integrated into the surrounding environment in a sensitive and creative manner that contributes to the livelihood of the communities, promotes the quality of our environment, and enhances the aesthetics of our roadways. Projects undertaken with enhancement funds are eligible for reimbursement of up to 80 percent of allowable costs.
To be eligible for consideration, all projects must demonstrate a relationship to the surface transportation system and incorporate at least one of the following 12 categories:
- Provision of facilities for pedestrians and bicycles
- Provision of safety and education activities for pedestrian and bicyclist
- Acquisition of scenic easements and scenic and historic properties
- Scenic or historic highway programs (including providing tourist and welcome center facilities)
- Landscaping and other scenic beautification
- Historic preservation
- Rehabilitation and operation of historic transportation buildings, structures, or facilities (including historic railroad facilities and canals)
- Preservation of abandoned railway corridors (including the conversion and use for pedestrian and bicycle facilities)
- Control and removal of outdoor advertising
- Archaeological planning and research
- Environmental mitigation to address water pollution due to highway runoff or reduce vehicle-caused wildlife mortality while maintaining habitat connectivity
- Establishment of transportation museums
